TEN-T Program

Trans-European Transport Network (TEN-T) plays a crucial role in ensuring the freedom of circulation of the passengers in the European Union. It includes all modes of transport and supports approximately half of the passenger and merchandise traffic. One of the important objectives with regard to the creation of an intermodal network is to ensure the election of the most appropriate mode of transport for each stage of the trip.

The construction of the trans-European transport network represents a major factor for the stimulation of the economic competitiveness and sustainable development of the European Union, which contribute to the implementation and development of the Internal Market, as well as to the increase of the economic and social cohesion.


In 2020, TEN-T will include 89500 Km of roads and 94000 Km of railway, including approximately 20000 Km of high speed lines, where the minimum circulation speed will be 200 Km/h. The system of inland navigable waterways will measure 11250 Km, which will include 210 river ports. The TEN-T will also include a number of 294 maritime ports and 366 airports.


The completion of the TEN-T network will have a major impact on reducing the travel time for passengers and goods and, in the same time, will bring important benefits to the environment by decreasing pollution.


Beside the financing sources coming from the Structural Instruments granted by the European Commission (European Regional Development Fund and Cohesion Fund), the development and modernization of the transport infrastructure of the TEN-T network also benefit from the support of the European funds allocated within the framework of the TEN-T Programme.


The objective of the TEN-T Programme aims at financing projects (studies and works) in the field of (air, ship, road, railway) transport, addressing the extension and modernization of the trans-European transport network, a total budget of 8.013 billion euro being allocated for the period 2007-2013 on this line. This budget will be accessible within the framework of the Annual Programmes, for which calls for proposals will be launched every year in the reference period 2007-2013, but also within the frameworks of the Multiannual Programmes, whose implementation period entirely covers the period 2007-2013.

 

The main legal documents regarding the TEN-T Programme are the following:

 

  • Community Guidelines for the development of the trans-European transport network (Decision No. 1692/96/EC of the European Parliament and of the Council of 23 July 1996, with its subsequent amendments).
  • Regulation (EC) No. 680/2007 of the European Parliament and of the Council of 20 June 2007 laying down general rules for the granting of Community financial aid in the field of the trans-European transport and energy networks (TEN Regulation).
  • Multi-annual Programme in the field of the trans-European networks for the period 2007-2013
  • Annual Programme in the field of the trans-European transport networks.


The calls for proposals within the Multi-annual Programme in the field of the trans-European transport networks for the period 2007-2013 are structured on the following fields:

 

  • Field no. 1: TEN-T Priority Projects, which are included in Annex III of the Community guidelines on the development of the trans-European transport network (Decision No. 1692/96/EC of the European Parliament and of the Council of 23 July 1996, with its subsequent amendments). The maximum amount available for the proposals selected in the period 2007-2013 vary between 4.9004 billion Euro and 5.30105 billion Euro.
  • Field no. 2: Projects in the field of intelligent transport systems of the Air Traffic Management/SESAR sector. The total maximum amount that is available for the proposals selected in the period 2007-2013 amounts to 350 million Euro.
  • Field no. 3: Projects in the field of intelligent transport systems for the (ITS Road) traffic. The total maximum amount that is available for the proposals selected in 2007 amounts to 100 million Euro.
  • Field no. 4: Projects in the field of the European Rail Traffic Management System (ERTMS). The total maximum amount that is available for the proposals selected in 2007 amounts to 250 million Euro.

 


The calls for proposals within the Annual Programme in the field of the trans-European transport networks for the period 2007-2013 are being launched every year, on a date set by the European Commission.


The Annual Programme addresses the priorities of the TEN-T network (as stipulated by the Community Guidelines) with a high degree of flexibility, in order to meet the new requirements in the field. The Annual Programme is complementary to the Multi-annual Programme, it doesn't finance actions that are being framed in the Multi-annual Programme (Art. 8.3 under the TEN Regulation).
