PRESENTATION OF THE MARCO POLO II PROGRAMME 2007-2013

The Marco Polo programme aims at diminishing the congestion of the road transport networks and, consequently, the reduction of the air pollution by adopting more ecological modes of transport for the European conveyance of material. The railway tracks the sea routes and the inland navigable canals currently dispose of capacities in excess, available to absorb the transfer of the conveyance of material off the road ways. Private companies, public companies or associations of companies which present viable projects can appeal to the Marco Polo programme for financial support.

Since the launch of the programme in 2003, more than 500 companies have successfully accessed the Marco Polo funds.

The total budget of the programme for the period 2007-2013 is of 450 million Euro.

The actions financed by the Marco Polo programme are:

  • Modal transfer actions, aiming at transferring the road traffic of goods to the other transport modes. The grant finances up to 35% of the total eligible costs. The indicative value of the subsidy's minimum threshold is of 500,000 Euro.
  •  Actions having a catalyst role, whose purposefulness is to eliminate the structural barriers on the market of the carriage of goods that prevent its efficient operation. The grant finances up to 35% of the total eligible costs. The indicative value of the subsidy's minimum threshold is of 2,000,000 Euro.
  • Actions for the creation of Sea Highways, which finance the transfer of the freight from the road mode to the sea mode on small distances or to a combination between the sea mode and other modes of transport. The grant finances up to 35% of the total eligible costs. The indicative value of the subsidy's minimum threshold is of 2,500,000 Euro.
  • Actions for the traffic avoidance, which finance the innovation with a view to the integration of transport in the production logistics. The grant finances up to 35% of the total eligible costs. The indicative value of the subsidy's minimum threshold is of 1,000,000 Euro.
  • Actions of common learning, aiming at improving the cooperation with a view to the optimization of the working methods and procedures in the freight chain, with a view to promoting intermodal solutions. The grant finances up to 50% of the total eligible costs. The indicative value of the subsidy's minimum threshold is of 250,000 Euro.

The programme finances actions that aim the territory of at least two EU member states(or member state + nearby third country)

The funding agreements are being negotiated directly between the Beneficiary and the European Commission, by means of the Executive Agency for Competitiveness and Innovation
